Consultancy - MEL Framework Development

Link Community Development International are looking to contract the services of External Evaluation specialists to develop the Monitoring, Evaluation and Learning (MEL) Framework for a DFID (Department for International Development) funded, ‘Girls' Education Challenge’ (GEC) initiative through the ‘Leave No Girl Behind’ (LNGB) funding window. The 5-year project, entitled ‘Transformational Empowerment of Adolescent Marginalised Girls in Malawi’ or ‘TEAM Girl Malawi’, will be implemented through Link Community Development International’s partners in Malawi addressing the social, cultural, economic (and other) barriers to education.

We want to engage experienced MEL specialists to form the foundation of our MEL approach for the project duration. The MEL framework will provide the basis for the objectives and key evaluation questions of the project, as well as evaluation design, propose relevant data collection tools and plan, a detailed sampling framework, a learning strategy, a performance monitoring plan, and will consider and integrate Link’s child and vulnerable adult safeguarding policies and practices throughout. It is vital we get the most appropriate MEL structure and systems in place from the outset.
